Ying-Jung Chen · Senior AI Architect
A technical leader at the intersection of safety, scale, and soul. Ying-Jung specializes in fine-tuning and evaluating large language models, building multi-agent frameworks, and developing safety-critical systems for the future of AI. With deep research roots in sustainability and AI governance, and a Ph.D. in Environmental Science from UC Santa Barbara, she brings both precision and care to CIRIS' architecture of trust.
Kelsy Smith · Systems Ethicist
Philosophy nerd. Forest-trained systems thinker. Kelsy brings both structure and soul to CIRIS, grounding abstract ethics in real-world complexity. With a background in natural resources and a love for big questions, she helps keep our vision focused on what's just over the horizon, while never losing sight of the human (and non-human) systems at stake.

Who is behind CIRIS
Who writes the rules, and how to object
CIRIS is written and stewarded by Eric Moore, through CIRIS L3C, a low-profit company. Until the network reaches 100,000 nodes, the rules are changed in the open by Eric and by the named people who hold the off-switch. Anyone may copy the work and start their own, and nobody is bound who did not join.
The constitution lists that authority, and what ends it, in its own rules on how the rules change, C1 and C2.
To object, open an issue on the constitution repository, write to info@ciris.ai, or come in person. Eric hosts AI ethics discussions every Wednesday evening from 6 to 8 pm at Core Memory Works in Roselle, Illinois. That is Eric's shop, and it is named here so you know whose room it is.
