Every rule, prefix, and policy in the document traces back to this one goal. Peaked in purpose, flat in power: one goal governs, and no single concept, and no single party, holds the keys to truth.
What got folded in
The Accord (version 1.3-RC2) and the CEG (version 1.0-RC29) were copied in word for word, then woven into one plain, present-tense document. Every wire-level rule is kept byte for byte. A panel of adversarial checks judged the joined version clearer than either source on 28 of 29 chapters.
